It's pretty much legal wording so not exactly riveting to those who aren't legal experts. But it is interesting. She changed her will in late 1981 leaving everything to her brother and parents, presumably to ensure Tom Burris didn't inherit her fortune. Had those all been dead at her point of passing, her fortune would have passed to wider members of the family, including cousin Joanie

It is that anyone can purchase these and other records for like $7 where ever they are stored? They are a matter of public record? Or something to that effect.

I have seen her autopsy online before for free, not her will though. dont ever pay for these things, just do some searching.

That would make sense, but I would still expect it to only come from a recognised source eg. a copy of a death certificate only being available from the public records office in the town/city that the death was registered.
Everything being available online does seem to devalue the importance of such things - in my opinion.
